Joint Industry Statement from Europe’s Private Providers on the Future of Climate Services

In April 2025, the Barcelona Supercomputing Center (BSC), in collaboration with the World Meteorological Organisation (WMO), Copernicus Climate Change Services (C3S) and DNV, under the umbrella of Climateurope2, hosted a two-days in-person event titled “European Regulation of Climate Services: A Dialogue with Private Providers”.
The event brought together 21 participants from 18 companies — representing small, medium, and large private climate service providers from across Europe — to discuss how regulation and standardisation can support a trusted, transparent, and innovation-driven European market.
As a key outcome, participants co-developed a Joint Industry Statement, outlining shared principles and concrete actions to enhance the quality, consistency, and real-world value of climate information and related services.
Reflecting a united voice from the private provider community, the Statement calls for collaborative, transparent, and user-focused practices that foster trust, inclusivity, and innovation across all sectors.
Why This Matters
Climate services — grounded in sound science, responsive to user needs, and supported by clear standards — are essential for effective climate-related decision-making.
They underpin risk management, adaptation planning, sustainable investment, and regulatory compliance, empowering public and private actors alike to act with confidence.
As Europe moves toward regulating climate services, the provider community has taken an active role in shaping a system that is fit for purpose, innovation-friendly, and trusted by users.
Key Themes and Insights
Our dialogue highlighted both opportunities and persistent challenges in advancing the European climate services landscape. Participants emphasised the need to:
- Establish clear, harmonised standards to ensure transparency and comparability across providers.
- Develop tiered certification frameworks that encourage innovation while maintaining quality and inclusivity.
- Strengthen co-design and user engagement to ensure services remain relevant and actionable.

Invest in education, capacity building, and institutional ownership of climate risk to build a robust, trusted market.
Participants also underscored the importance of knowledge integration across disciplines and sectors, bridging scientific and local expertise, supporting sector-specific use cases, and building the skills needed for effective implementation.
Central to these discussions was the vision of a resilient, inclusive, and innovation-driven European climate services ecosystem that enables providers of all sizes to thrive, builds trust among users and regulators, and supports continuous learning and improvement.
